Phase 1: Core team multisig (operational safety, emergency pause).
Phase 2: Timelock on emissions/params; public queue links; on-chain proposals for reward caps/fees. V1 Staking Plan
Phase 3: DAO voting with tiered weights (Member → Founder); treasury budget cycles and transparency reports.
Treasury policy (publish this):
Quarterly report of: circulating supply, unlocks, grants, reward emissions, fee income, buybacks, balances (CSV/Markdown). V1 Staking Plan
Spend categories: Protocol development, site activations (capex/opex), audits/compliance, liquidity/MM, partnerships/community, reserve.
Top-up rule: reward top-ups require DAO vote tied to fee income thresholds.
